I think Skype still thinks I'm logged in on my computer when I'm not. So I signed out of Skype on my computer and then got my mother to call me again. I checked to see which other devices I might be signed in on by using the command /showplaces and it was just my phone and computer.
Then immediately it showed that I had missed a call. She then called my mobile and it didn't ring or display any notification whatsoever until she hung up. I booted my computer and asked my mother to call me and Skype did ring on my computer.
